General Personnel Administration and Management. Incumbent serves as an Administrative Officer to the Associate Director of Patient Care Services (ADPCS). Incumbent is to use his/her knowledge of the programs to develop, analyze, and manage the actual or potential effectiveness of the procedures, work methods, manpower, utilization, and distribution of work assignments. The Incumbent is delegated full authority and responsibility for all operational activities of Patient Care Services.
Duties
The incumbent of this position serves as an Administrative Officer to the Associate Director of Patient Care Services (ADPCS), which includes Sterile Processing Service and Nursing Service, at North Florida South Georgia Veterans Hospital (NF/SGVHS). Duties include but are not limited to:
Develop, analyze, and manage the effectiveness of work assignments.
Reviews resource requests and recommends justifiable actions.
Requests new resources, changes in position management and recruitment.
Supervises and oversees daily operations of staff including day to day timekeeping and scheduling.
Assists with the day to day operations of the timekeepers.
Oversees daily operations of equipment specialists with oversight of equipment inventory.
Conduct meetings with department heads to gather input on staffing needs and priorities.
Perform routine administrative tasks, such as reporting, scheduling, and correspondence.
Create and maintains a variety of databases, file repositories, and software programs.
Work Schedule: 8 hour shifts,Various schedules avaiable between Monday - Friday.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Supervises and oversees daily operations of staff.
Develops, and analyzes, procedures, work methods, manpower, utilization, and distribution of work assignments.
Collaborates with staff to develop, implement, and maintain quality management.
Responsible for oversight of Equipment Inventory.
Ensure planning, procurement and tracking activities are performed in conjunction with the Logistics Service.
Investigates, issues and oversees the implementation of the results.

Substitution of Education for Experience (TRANSCRIPTS REQUIRED):Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: APhD. or 3 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D.

Combination of Education and Experience (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education directly related to the work of the Administrative Officer. You will be rated on the following Competencies for this position:

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is essentially sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, small parts, driving an automobile, etc. Relationships can be very intense. The incumbent may be placed in a position of stress. No special physical demands are required to perform the work.
