The position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the San Diego VA Medical Center (VAMC) in the Health Administration Department.
Duties
The incumbent is responsible for assisting the Office Operations Supervisor in overseeing the daily activities of clerical staff who perform in a team-oriented, customer-driven, professional environment to develop new models of care that emphasize prevention, improve access and coordination of care; educate and empower patients and their families; enhance the customer experience with positive human interactions and therapeutic alliances; and promote the coordination, continuity and integration of care. The office staff determine Veteran eligibility for VA travel reimbursement and arrange transportation for Veterans to and from medical appointments. They also provide explanation of benefits to Veterans and their families on all patients requesting care within the VA San Diego Healthcare System. The Lead is responsible to perform general program support work such as travel
eligibility interviews, collection, compilation, research and tracking of financial and demographic information to support VA programs. The Lead demonstrates flexibility, integrity and accountability with a work ethic that emphasizes excellence and quality; Builds customer confidence by professional dress and demeanor.
Duties:
Distribute and balance the workload among employees in accordance with established work flow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has sufficient workload.
Keep in touch with the status and progress of work, and make day- to- day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly
Estimate and report on expected time of completion of work, and maintain records of work accomplishments and time expended and prepare production reports as requested
Instruct employees in specific tasks and job techniques and make available written instructions, reference materials and supplies
Give on the job training to new employees in accordance with established procedures and practices
Maintain a current knowledge and answer questions of other employees on procedures, policies, directives, etc.. and obtain needed information or decisions from supervisor on problems that come up
Check on work in progress or spot check work not requiring review (e. g., filing or direct services) and review completed work to see that supervisor's instruction on work sequence, procedures, methods and deadlines have been met;
Amend or reject work not meeting established standards, refer to supervisor questions or matters not covered by standards and problems in meeting performance standards
Monitor working conditions such as seating, ventilation, lighting, safety, etc.;
Approve leave for a few hours or for emergencies
Inform employees of available services and employee activities.
Resolve simple, informal complaints of employees and refer others to supervisor
Report to supervisor on performance, progress and training needs of employees, and on behavior problems
Provide information to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of travel rules and regulations in CFR 38, Part 70, VA Beneficiary Travel regulations and VHA Directive 2012-018,Knowledge on how to extract information and mileage from online map services and the ability to interpret contracts for transportation services. Knowledge of how to organize and maintain documentation and records supporting beneficiary travel reimbursements and vendor payments. Knowledge of validation, control and maintaining accounting records for many travel accounts and make frequent dollar amount adjustments of those accounts. Ensures compliance with procedures for obligating travel funds. Requests transfer of funds laterally among several fund control points to ensure availability of resources to meet obligations. Knowledge of the review process to make determination on ambulance bills and if the request for payment is legitimate or not. If customer is not authorized to have service paid for by the VA, creates and mails denial letters
to customer and ambulance vendor. Must have office automation abilities, to include knowledge of email system, MS Office, spreadsheets, and other equipment. A fully qualified typist is required. Prepares correspondence to Veterans concerning eligibility and counsels Veterans who do not meet criteria for transportation reimbursement. Must be able to ascertain number of family dependents, income levels and other information to substantiate a Veteran's eligibility for travel benefits. Knowledge of beneficiary travel reimbursements. Knowledge of how to pull data and create reports showing volume and cost of patients transported by special mode and patients receiving reimbursement for travel to their appointments. Knowledge of the review process for special transportation to Veterans requiring unusual accommodations, including air ambulance when required, and assuring that we use the most cost efficient manner. Reviews all transportation contracts for special mode transports.
