The Supervisory Transportation Assistant's primary duty is to serve the veteran through the management of the Fleet Management Program for the VA San Diego healthcare System. The position stands at the hub of a large transportation network. Incumbent will be tasked with coordinating, supervising, assessing, planning, and evaluating all of the transportation needs in the VA San Diego Healthcare System.
Duties
Duties and responsibilities include, but are not limited to:
Plans, schedules, assigns, and manages work for the Section.
Interacts with supervisors and managers of other units internal and external to VASDHS and advises supervisors of significant actions.
Works with individuals to establish equity in performance standards and evaluation/rating procedure between subordinates.
Makes personnel selections for positions within the section.
Approves employees' within-grade increases, overtime, training, and travel.
Makes recommendations for awards and changes in position classification.
Makes recommendations and implements ways to improve productivity, promote team building and decrease the cost of doing business.
Develops operating standards, policies, procedures, training, safety programs for the section, rules, regulations governing the operation and maintenance of vehicles.
Develops and implements health systems memoranda concerning the transportation services and vehicle operations.
Defines and interprets procedures to subordinate staff and user groups to ensure understanding and compliance.
Promotes and maintains a positive working environment within the section to encourage high quality of service to patients and user groups.
Responsible for personnel management functions of the Section, including labor relations, leave administration, employee evaluation, promotion, and in-service training.
Serves as the technical authority in supervising, directing, coordinating efforts between multiple transportation options and agencies to include VA non-non-VA, and contractual resources and resolving issues associated with the work of the Veterans Transportation Service to bring together veterans and health care services.
The incumbent must have an understanding and knowledge of user groups operations and mission and possess the technical expertise of a variety of motor vehicle operations, specifications and application of specialized loading and restrain equipment.
Receives and approves justification for assignment of vehicles.
Develops and maintains systems and procedures of program related reimbursable, i.e., vehicle servicing, vehicle washings, maintenance, upkeep, and vehicle recovery service.
Develops long and short-range goals and objectives for the Section and documents and analyzes statistical data and information to determine work trends and program effectiveness.
Work Schedule: Monday through Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicant must meet all requirements by the closing date of this announcement, 10/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating, supervising, assessing, planning, and evaluating all of the transportation needs of a section. Plans, schedules, assigns, and manages work for the section.
Preferred Experience: Hospital, Class B license with air brakes, and passenger endorsement.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Due to the complexity of the work and personal interactions, the multiplicity of projects/tasks at any one time, and deadlines, the job may be psychologically stressful at times. Position requires walking, standing, bending and prolonged period of sitting as well as the emotional stability to handle difficult problem situations. Travel to other VA facilities will be required. All work involves the use of safe work habits with office equipment and the observation of center policies and the observation of center policies and regulations
GEMS STATEMENT: All employees shall possess the knowledge and skills required to effectively implement the GEMS. Competency shall be monitored by the employee's ability to demonstrate through the implementation process that sufficient education and training has been provided. Monitoring will be performed by annual audits, questionnaires, and trending of staff knowledge. Information pertaining to monitoring of staff knowledge will be processed and reviewed by the GEMS Committee and forwarded to the Environment of Care Committee for review.
