The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the San Diego VA Medical Center (SDVAMC) in the Health Administration Service. The primary purpose of this position is to supervise and direct the day-to-day Beneficiary Travel Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement and 911 ambulance claims, transportation contracts, inter-facility transfers, and common carrier transportation.
Duties
The Supervisory Transportation Assistant under the direction of the Mobility Manager, the incumbent assists with the Beneficiary Travel (BT) audit processes and documentation. The incumbent monitors the scheduling of routine, urgent and emergent transportation for Veterans, matters related to resource allocation, program development, supervision, fund control point management, inter-service collaboration, community resource development with internal and external collaboration and analytical assessments, including assisting with the BT Behavior/Audit processes/policies/remediation/reporting. The incumbent also assists the Mobility Manager in working with state Veterans and Transportation Agencies and local transportation providers to establish expanded transportation networks to improve Veterans access to care.
Major duties include but are not limited to:
Orchestrates travel for the Medical Centers BT eligible enrollees through mileage reimbursement and contracted travel modes. The staff adjudicates mileage, lodging, meals, common carrier, SMT reimbursement requests, determines eligibility and processes payments for eligible Veterans in support of costs incurred while traveling to and from VA health care facilities.
Possesses and maintains knowledge of and collaborative relationships with United We Ride, State Departments of Transportation, Community Transit providers, Veterans Service Organizations, State Veteran Agencies, County Veteran Service Agencies and other various groups and organizations, such as stakeholders, other hospitals, universities, public health officials and organizations, volunteer work groups, news media and the community at large. The incumbent ensures effective integration of efforts/activities with other medical center operations. Incumbent interacts with Mobility managers at other medical centers to ensure integrated transportation services are provided in the most cost effective/efficient manner.
Responsible for the operation of the Medical Center's Veteran Transportation Program and acts as an advisor to Mobility Manager.
Documents quality assurance issues pertaining to BT and participates in national initiatives and pilots, and provides follow-up action regarding any problems pertaining to the quality assurance issues in the BT program. provides the Mobility Manager with accurate operational input for inclusion in the preparation and submission of recurring monthly, quarterly, and annual performance improvement reports, management briefings, summaries, and a wide variety of non- recurring reports. Develops and maintains a system to ensure that beneficiary complaints and inquiries are appropriately received and resolved. Monitors patient satisfaction surveys, reports areas of concern to and recommends improvement strategies to the Mobility Manager.
Serves as the Mobility Manager's backup Contracting Officer Representative (COR) for all transportation contracts, including common carrier, special mode, ambulance, and air ambulance. Serves as the (COR) and works closely with the Contracting Officer to develop appropriate contracts and maintain an accurate inventory of all Veteran transportation related equipment and vehicles.
Provides technical and administrative supervision to a unit of Transportation Assistants and administrative support staff. The incumbent oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work
performance of subordinates. The incumbent gives advice, counsel, and instruction to employees on both work and administrative matters.
Performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes and evaluates employees' performance.
Monitors the use and rate of expenditure of budgeted funds in assigned fund control points through continuing dialogue with fiscal and the Mobility Manager, review of written documents, and examination of accounting records. Works closely and frequently with the Medical Center fiscal office
regarding BT funds, obligations, and expenditures.
Provides expert advice to the Mobility Manager. Investigates and resolves specific problems and special cases brought to the attention of the agency's senior management.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
