This position is located in the Domestic Operations Directorate (DO), Diplomatic Security (DS). You will report to the DS Comptroller’s office and serve as the principal management advisor to the Deputy Assistant Secretary (DAS) for DO, providing authoritative advice and guidance to the DAS and other DO officials to ensure effective management and administration of DO programs and resources.
Duties
Oversees the allocation and utilization of resources throughout DO. Provides guidance to DO managers to ensure that resources are utilized in a manner that ensures the efficient and effective accomplishment of the DO mission.
Works closely with the Office of the DS Comptroller in preparing justifications for DO budgets and in developing financial plans for the allocation of approved budgets.
Plans, organizes, and manages special projects at the direction of the DAS that cut across all DO programs and operations.
Establishes and maintains liaison with senior officials throughout DS and the Department to share information about DO management programs and policies and to identify opportunities for integrating management activities and leveraging resources.
Plans, assigns, monitors, reviews, and oversees the work of a staff of Government and contractor employees involved in planning and carrying out program responsibilities in the assigned area.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
-Experience planning, organizing, and managing in-depth studies and analyses of resource requirements to ensure that the organization is able to acquire the resources needed to meet current and future program requirements.-Experience with management and program analysis concepts, methods, and practices to conduct thorough and comprehensive analyses of programs and resources.-Experience providing advice and guidance, explaining program goals and objectives, and preparing and presenting reports, briefing materials, policies, plans, and resource justifications.
There is no substitute of education for specialized experience for the GS-14 position.
