You will serve as an Administrative/Technical Specialist in the Maritime Warfare Control Systems Division of NAVSURFWARCENDLD.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-3 pay band encompasses positions equivalent to GS-09 and GS-10.
Duties
You will be responsible for assisting the Program Managers, Task Managers, Sponsors, the Division business financial manager (H20), and other employees by providing a broad range of business financial management services for various Branches.
You will work with multiple group efforts and commands advising others based on your strong understanding of the Navy Working Capital Fund and its financial components as well as thorough knowledge of direct cite and reimbursable funding constructs.
You will facilitate budget development and submittal to include accepting or rejecting incoming funding documents.
You will assign funds to network activities based on the project's budget as well as coordinate fiscal year close-out and start-up.
You will keep up to date with changes and revisions in Division and DoD financial management policies and procedures.
You will monitor status of commitments, obligations, and expenses and ensures budget categories are executed according to plan.
You will develop and present summary reports, conduct trend analysis, and develop budget projections. Has a thorough knowledge of Navy Enterprise Resource Planning (ERP) and IBPES be able to create and maintain planning structures.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-02 (GS-5/08 equivalent) or grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience gathering and briefing data to support customer requirements, products and services.

Education

FOR NT-03 (GS-05/08 equivalent):

--successfully completed two full years of progressively higher graduate level education leading to a master's degree.
OR
--obtained an LL.B. or J.D. that is related to the position being filled.
