About the Position: Performs under general supervision of the Security and Law Enforcement Manager who sets overall objectives. Recruitment/Relocation incentive may be authorized if in the best interest of the Government.
Duties
As Security Specialist, the employee provides direct operational and administrative support to the District’s Law Enforcement Operations Center Security Specialist and the District Security Manager.
The Security Specialist will directly coordinate with both positions in the implementation of Homeland Security Presidential 12 (HSPD-12), Department of Defense Personnel Security Program.
District Security Program; District Inspection Program; District Operational Support, and Administrative Governance to USACE Regional and National Security Programs.
In addition to the programs, Federal Information Processing Standards for Federal Employees and Contractors, Terrorist Screening Database (TSDB), and Department of Justice National Crime Information Center Interstate Identification Index (NCIC-III).

In order to qualify, you must meet the education and/or education requirements described below. Specialized Experience: One year of specialized experience which includes proficient in Real-Time Automated Personnel Identification System (RAPIDS); creating Common Access Cards (CAC); access to Secure Web Fingerprint Transmission (SWFT) website to process fingerprints for new employees/ contractors; certified and proficient in conducting background checks utilizing (NCIC) National Criminal Information Center; certified in Lexis/Nexis; issuing building access cards, keys and visitor cards to employees; certified and proficient CLETS California Law Enforcement; proficient Key Trak operations and Telecommunications System. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
