This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Executive Operations Staff (EOS). As a Management Analyst, GS-0343-13, you will perform a variety of complex management analysis assignments, applying qualitative and quantitative methods to the analysis and evaluation of administrative operations.

Duties

Analyze and evaluate the management practices and methods, and administrative operations of substantive organizations and complex functions. Prepare comprehensive reports of findings and recommendations considering such factors as actual accomplishments versus established goals, adequacy of existing versus new programs, and costs incurred in the conduct of the program. Formulate and recommend additional policies and procedures or modifications to existing guidance to improve the efficiency and effectiveness of managerial operations. Design and conduct time sensitive analytical and evaluative studies of administrative management systems, work simplification, resource utilization, and decision-making studies. Advise managers and program officials on policies and procedures including actions to be taken to accomplish work in accordance with established requirements.

In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Analyzing administrative operations related to time and attendance policy to identify deficiencies and develop effective solutions; AND 2) Compiling data from various sources to prepare complex administrative and management reports; AND 3) Evaluating and reviewing managerial policies and procedures to determine gaps where additional guidance is needed. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
