About the Position: Serve as a Directorate Emergency Services Operations Officer within IMCOM-Readiness Directorate (ID-R), Operations/Plans Support Team located at Fort Liberty, North Carolina.

Duties

Serve as the primary manager for physical security, law enforcement, fire protection/prevention and emergency services, anti-terrorism/force protection and installation emergency management. Develop programs for Emergency Services operations involving Fire Protection and Prevention, Physical Security and Law Enforcement. Advise garrison Directors of Emergency Services on problems involving the relationship of the operations to broader programs and their impact on such programs. Evaluate the effectiveness of garrison emergency management operations. Liaison with all echelons of staff on Emergency Services program issues, concerns and recommendations. Prepare reports on systems and techniques used by Department of the Army (DA) for allocating manpower authorizations, enforcing budgetary limitations and allocations. Oversee the system administration of emergency data systems in order to run 24/7/365 operations tied to health life and safety. Assist garrisons to establish and maintain mutual aid agreements with the civilian communities for consequence management operations for natural or manmade disasters. Coordinate with garrisons and local authorities for force protection measures of the local civilian community. Work with ID-R garrisons and HQ IMCOM to manage the current year budgets and forecast resources for fire, law enforcement and security in the out-years. Initiate surveys, inspections, and studies to analyze and improve crime and fire prevention programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent is required to obtain and main a secret security clearance.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
