The primary purpose of this position of this position is: To serve as the Chief of the Advanced Mission Solutions Section assisting Branch Chief with planning, organizing/directing activities, and exercising control over assigned supervisory and non-supervisory program and project managers.

Duties

1. Plans, organizes, and directs Section's Acquisition Program Management activities, with responsibility to provide program management oversight, and acquisition and business planning to develop/produce cryptographic/software capabilities for the Air Force and other services. 2 Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. 3. Provides strategic planning. Periodically and comprehensively assess programs' goals, objectives, financial plans and budget estimates. 4.Provides executive-level communication. Serve as an expert advisor to Branch Chief and other senior management on acquisition management policies and on resolving critical issues

Qualifications

CONDITIONS OF EMPLOYMENT CONTINUED: This position is Acquisition Category A, Level III and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position. Employee is expected to meet Continuing Acquisition Education requirements. Position requires temporary duty travel (TDY) utilizing military and/or commercial transportation. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments both CONUS and OCONUS. A non-disclosure agreement must be signed in order to fully perform the duties and responsibilities of this position. Examples of creditable experience include: working experience of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives. Experience in safety and security regulations, practices, and procedures. Experience in the mission, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of acquisition management and product support principles, policies, practices, regulations and laws. 2. Thorough knowledge of the mission, roles, functions, organizational structures and operation of the DoD, Air Force, and organizations that govern, interface with and/or influence systems acquisition and integrated life-cycle management processes. 3. High-level ability to gather and analyze a variety of program information; plan, organize, integrate, and manage a variety of acquisition functions and personnel in providing program support; make sound judgments concerning program activities and progress. 4. Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs and support activities to ensure that programs are within schedule, baselines, cost, etc. 5. Knowledge of safety, security and EEO regulations, practices, and procedures. 6. Ability to clearly and concisely communicate with technical accuracy, both orally and in writing; ability to negotiate difficult or controversial issues. 7. Ability to establish and maintain good relationships with individuals and groups within the office, as well as outside of the immediate work unit. 8. Knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of system acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program direction. 9. Ability to plan, organize, and direct teamwork, and to negotiate with management to accept and implement recommendations, where the proposals involve substantial resources, require extensive modifications to program documents, established procedures, or may be in conflict with the desires of customer activities. 10. Knowledge of security procedures to maintain control of classified material. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
