The primary purpose of this position is to perform accounting and financial program analysis of Transportation Working Capital revenue generating and reimbursable services programs for the Command and its customers.
Duties
GS-07:
Analyzes contingency missions and/or international aeromedical evacuations.
Controls and monitors discrepant Special Account Handling (SAH) cargo air movement charges.
Analyzes, reviews, and posts Civil Reserve Airlift Fleet (CRAF) charges.
Assigns and maintains Transportation Account Codes (TAC) and Customer Identification Codes (CIC).
Provides advice, assistance, and guidance to customers/DFAS; As necessary, participates in special projects and initiatives, and as a team member of various task driven committees and/or process action teams.
GS-09:
Analyzes, coordinates, recommends, and implements edits to ASIFICS for improvements to the revenue/reimbursement system.
Controls and monitors discrepant channel air movement charges.
Creates, analyzes, and maintains Transportation Account Codes (TAC) and Customer Identification Codes (CIC).
Monitors and coordinates updates to the Master Appropriation Reference Table (MART) File.
Provides advice, assistance, and guidance to customer/DFAS; As necessary, participates in special projects and initiatives, and as a team member of various task driven committees and/or process action teams.

- Serves as Acting Branch Chief in the absence of the supervisor.
- Must be able to obtain and maintain a Secret Clearance.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GS-07:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of commonly used accounting and finance methods, practices, procedures, regulations, precedents, and policies to analyze and determine accurate contingency charges for airlift services rendered, and to analyze discrepancies in the revenue/reimbursement process for command airlift movements.
OR
EDUCATION: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. NOTE: You must submit copies of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, I have completed some graduated-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used accounting and finance methods, practices, procedures, regulations, precedents, and policies.
2. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of revenue/reimbursement issues and problems affecting the Command's ability to generate revenue.
3. Knowledge of the organization and its mission as it relates to and effects the overall mission of the Command. Knowledge and skill in using various complex databases such as AHS, JOPES, GTN, ETADS, DAAS, COINS and ASIFICS for data extrapolation and collection.
4. Knowledge and understanding of the revenue generating aspects of the Transportation Working Capital Fund (TWCF). Skill in applying basic data gathering methods to collect various types of factual information.
5. Knowledge of the Defense Transportation System (DTS), its capabilities, and its relationship to financial management. Ability to communicate effectively both orally and in writing.
6. Knowledge and understanding of transportation documentation theory, concepts, and practices. Basic knowledge of the contracting functional area and its relationship to transportation and finance for the purpose of investigating payment discrepancies on commercial airlift contracts.
GS-09:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of commonly used accounting and finance methods, practices, procedures, regulations, precedents, and policies to analyze discrepancies in the revenue/reimbursement process for command airlift movements. General knowledge of the organization and its mission as it relates to and effects the overall mission of the Command.

EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, I have a combination of experience and education. Note: You must submit a copy of your transcripts.

6. Skill in applying basic data gathering methods, to collect various types of factual information. Knowledge of the Defense Transportation System (DTS). Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
