About the Position: The incumbent will be responsible for a full range of programs and policy actions involving the Transportation Working Capital Fund (TWCF) and, Appropriated Funds (APF)Defense Travel System (DTS), Government Travel Charge Card (GTCC), fiscal policy, civilian payroll, financial audit and other programs.

Duties

Supervise civilian personnel ranging from GS-07 through GS-13. Ensure timely completion of work and adherence to quality standards. Conduct candidate interviews and recommends appointments, promotions, or reassignments. Resolve employee complaints and refers serious grievances to Division Chief. Oversee Occupational Safety and Health Program responsibilities. Coordinate with legal office on fiscal policy matters. Assess impact of fiscal policy decisions on mission. Ensure compliance with fiscal directives from DOD, DA, AMC, and USTRANSCOM. Develops written views on fiscal policy issues. Evaluate operational effectiveness and compliance with standards. Resolve employee complaints and refers serious grievances to Division Chief. Identify training needs and provide or arrange training accordingly. Manage subordinate positions to optimize efficiency and effectiveness.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 3 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
