.This position is located in the Office of Information Technology of the Food and Nutrition Service. The incumbent will serve as the Innovations IT Specialist and provide technical leadership in emerging technologies to advanced the FNS mission. Providing expert guidance and authoritative advice used by senior management officials to make decisions critical to the success of major IT innovation projects that impact our customers and federal agencies IT capabilities and functionalities.

Duties

Applies comprehensive understanding of multiple IT specialties, IT developments and applications, emerging technologies and their applications to business processes. Keeps up-to-date on technological developments. Makes effective use of technology to achieve results. Ensures the process of access to and security of technology systems are validated. Provides senior expert technical advice, guidance, and recommendations to management and other technical specialists on critical delivery and technology issues. Provides analysis of program effectiveness and makes recommendations for improvement. Identifies work to be accomplished and works with IT specialist and project managers to set and adjust priorities, execute tasks, and eliminates or reduces problems and barriers. Develops and maintains working relationships with regional offices to ensure effective program management and operations through open communication, adequate training, negotiation, and problem solving.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. To qualify for the GS-13: Applicants must possess one year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Providing expert technical direction in the system design and implementation human centered design organizational solutions; Assessing innovative technologies are compatible and integrated with the overall enterprise infrastructure; Analyzing emerging technologies and evaluating their potential use in the current infrastructure environment; and Assessing software and hardware needs to determine common tools that can be used to achieve economies of scale and other efficiencies. IN ADDITION: The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
