This position is located in the Office of Human Resources (OHR, Division of Health Professions Support (DHPS), Loan Repayment Program (LRP) Indian Health Service (IHS). The incumbent implements the objectives, policies and procedures of the IHS Loan Repayment Program.

Duties

Assists in the development and identification of program data needs, formats and reporting requirements necessary in the tracking of the status of applicants and recipients and dissemination of data to other appropriate programs, or other federal agencies, and other IHS offices. Follows established procedures for selecting applicants and making awards for the Loan Repayment Program. Follows policies and procedures to carry out such awards for new and continuation applicants. Assures that applications are reviewed and rated and the selections are made according to appropriate criteria. Responsible for ensuring all programmatic responsibilities regarding payments to recipients are complete as agreed in the LRP contract. Prepares responses to controlled communications and prepares responses to routine correspondence, daily inquiries and prepares reports as assigned. Provides technical assistance to and maintains liaison with applicants, recipients, Headquarters and Area/Program staff to ensure that program requirements, criteria, guidelines and operating procedures are clearly understood by all involved in the Loan Repayment Program.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Miscellaneous Administration and Program Series 0301 (opm.gov)) In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: 1. Experience providing technical guidance and assistance in the recruitment and retention of health professionals or student educational programs or loan repayment programs. 2. Experience applying principles, concepts, regulations and practices of a recruitment and retention program. 3. Experience accessing, monitoring and updating databases or systems. OR 1 year (18 semester hours) of graduate education that is directly related to the work of the position; OR Bachelor's degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position with one of the following: (1) I graduated with at least an overall GPA of 2.95, (2) I graduated with at least a 3.45 GPA in my major or during the last two years of college; (3) I graduated in the top third of my class; or (4) I have been a member of a national scholastic honor society recognized by the Association of College Honor Societies; OR Combination of education and experience that when combined fully meet 100% of the qualifications for the position. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
