NEH is an independent grant-making agency of the government dedicated to supporting research, education, preservation, and public programs in the humanities.
Duties
Assists management in the ongoing development of award management policies and ensures that these policies are accurately communicated to and carried out by the agency.
Assists management in operations of the office, coordinates workload assignments, directs and advises personnel in the performance of duties, and provides or arranges for training.
Holds authority to sign award notifications, obligations documents, amendments, and supplements to awards, notices extending award periods and matching offers, notices of suspension and termination of awards, and transfers of awards from one recipient to another.
Conducts secondary reviews, monitors awards ready for review and funding level clearances, delegates awards ready for second reviews to senior grants management specialists, and resolves issues preventing issuance of award.
Prepares and reviews internal memos and correspondence, confers on funding recommendations, addresses status inquiries, and resolves policy and compliance issues with divisions and offices.
Serves as a point of contact with the stakeholder offices to ensure that the grants procedures and actions are compatible with agency policy and regulations. Ensures that a close working relationship is maintained with programmatic personnel to assist the grants office in anticipating changes in program requirements that affect award administration policy and procedures.
Develops and implements procedures to achieve greater efficiency of operation within the office. Maintains the flow and quality of work to assure timely accomplishment and compliance with applicable regulations and established procedures. Supervises grants administrators.
Evaluates performance of those supervised. Establishes performance standards, approves attendance and leave, holds corrective interviews, hears and resolves complaints from employees, effects minor disciplinary measures, and provides advice, counsel or instruction to employees on both work and administrative matters. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
Reviews program guidelines for compliance with programmatic legislation, 2 CFR 200 and government-wide and NEH award management policies.
Oversees information that is maintained in the agency's electronic Grants Management System (eGMS) is accurate and complete. Takes corrective measures when errors are discovered and recommending changes.
In conjunction with the program and information management staff, develops policy involving the standardization of data in the grants system, the distribution of responsibilities for data input, and how the award management information needs of the agency can best be met.
Trains the staff in the use of the grants management system and to develops written procedures for all functions handled by the grants system.
Monitors the workflow of application review, awards, amendments and extensions that are processed by the grants specialists. Takes initiative to make recommendations to overcome problems and improve the award process.
Makes final determination, after consultation with program and grants staff, on difficult, complex, and unusual award management questions and particularly complex budgets.
In collaboration with the leadership, represents the office in agency-wide meetings with agency leadership.

Qualifications

At the GS-14 level Qualified candidates must possess:
1 year of specialized experience equivalent to at least the GS-13 level or equivalent experience.
Specialized experience is experience which is directly related to the line of work of the position to be filled and which has equipped the applicant with the Knowledge of the regulations, policies, and procedures governing research grants. Skill in interacting with individuals and groups to accomplish grants management programs and activities. Ability to identify and propose solutions to grants management operations and strategies. You must be able to successfully perform the duties of the position, for example: experience evaluating the management aspects of grant or cooperative agreement applications including pre-award, post-award, and closeout; interpreting and providing technical assistance regarding complex grants-related policies and procedures; resolving complex and controversial post-award problems surrounding the monitoring of grants or cooperative agreements; developing criteria and standards for the planning, implementation and evaluation of grant or cooperative agreement proposals; and leading projects comprised of teams of grants management specialists.
