About the Position: Serve as a Program Analyst, Special Programs Directorate, Office of the Administrative Assistant to the Secretary of the Army. Serve as an expert authority on assigned program(s) for Headquarters Department of the Army (HQDA), Army Commands (ACOMs), Army Service Component Commands (ASCCs) and Direct Reporting Units (DRUs).

Duties

Develop guidelines such as implementing regulations or methods for the measurement and improvement of effectiveness and productivity in the administration of operating programs. Provide input in the refinement or development of policy and guidance for programs such as Conference Programs Develop, establish, and execute outreach initiatives through various communication networking tools. Utilize a wide range of qualitative and quantitative methods to independently conduct complex studies. Draft responses to correspondence on subjects where policy and precedents are established.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • This position requires temporary duty (TDY) travel up to 10% of this position's time.

Specialized Experience: One year specialized experience equivalent to the GS-12 level in the Federal service which includes 1) Develop and interpret organizational policy such as Army and Department of Defense policy in support of programs such as the Army Conference Management program; 2) Provide executive level customer service support to include reviewing staff actions and packets, responding to customer inquiries, and preparing correspondence for leadership in support of Conference Programs; 3) Utilize conference management tools such as the Army Conference Reporting Tracker Tool (ACRTT) to monitor conference requests after action submissions; 4) Ensure compliance with regulatory requirements and pull key reports for reporting purposes; 5) Coordinate annual conference activities to ensure program execution and funding. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12) You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCustomer ServiceProject ManagementWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
