You will serve as an IT SPECIALIST PROGRAM MANAGER of NAVSUP BUSINESS SYSTEMS CENTER OMN.
Duties
You will lead the implementation or analysis of business practices and strategies in enterprise supply/logistics/financial and data management operations.
You will implement new technology in a business environment in order to re-engineer, improve and streamline business processes to lower cost of operations or increase return on investment (ROI) from investment initiatives.
You will be involved in the strategic planning, knowledge management, technical planning, and product evaluation for supply/logistics/financial data management activities.
You will set operating goals and objectives that are supportive of NAVSUP Enterprise strategies and uses appropriate monitoring techniques (metrics) to ensure goals and objectives are being achieved.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area level 03 within 12 months of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized experience must demonstrate the following:
1) Determining the strategic and tactical planning/execution of the functional design, technical design, and analysis, programming and testing of all systems involved in a project;
2) Planning, directing, coordinating and testing of all systems involved in a project;
3) Evaluating long-range plans, trends, developments and proposals; developing the corporate strategy and associated policies;
4) Directing the efforts of team members to attain program objectives;
5) Preparing and presenting executive level briefings on all aspects of the projects to all levels of management.
