This position is in the Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Planning and Analytics (OPA), Environmental Policy and Justice Division (EPJ). If selected, you will oversee National Environmental Policy Act (NEPA) and other related environmental laws and manage activities that provide policy guidance to the agency in carrying out environmental responsibilities and other related environmental laws (e.g. Clean Water Act, Endangered Species Act); etc.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience applying environmental standards, methods, and practices to assure full implementation of environmental laws, regulations, and policies; AND Experience preparing and reviewing environmental documents. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience applying environmental standards, methods, and practices to assure full implementation of environmental laws, regulations, and policies; AND Experience preparing and reviewing environmental documents; AND  Experience working with Federal, State, and/or other organizations to resolve environmental issues/problems. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Environmental Knowledge or Engineering: Knowledge of the concepts, principles, theories, and methods to protect and improve the quality of the environment and its resources; and to monitor, control, abate, and prevent pollutants. Public Policy- Knowledge of functions, principles, methods, and techniques of public policy, including those related to hazardous materials, and natural resource management, environmental impact analysis, environmental mitigation, and land use restoration and preservation. Standards- Knowledge of standards that either are compliant with or derived from established standards, guidelines, or executive orders.
