You will serve as a MANAGEMENT ANALYST in the Director, Maritime Headquarters, Total Force Management of COMMANDER US PACIFIC FLEET.
Duties
You will provide advice on all matters relating to human capital management, performance management, and HQ program management.
You will provide guidance to staff, managers, and supervisors on manpower, organization structure, and workforce composition.
You will serve as the command liaison with servicing Human Resource Officers.
You will advise management and other staff on applicable regulations, statues, policies, and procedures.
You will be responsible for ensuring alignment with the USPACTFLT mission, goals, objectives, and priorities.
You will assist in the processing of various awards, ensuring requests for awards are in compliance with requirements.
You will analyze, evaluate, and advise on the effectiveness of position management and manpower utilization by pulling data from various systems to produce manpower tracking reports pertaining to civilian manning.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the GS-12 position:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector planning, scheduling and conducting manpower utilization studies; analyzing statistical data to maintain optimal manning levels; and developing methodologies for manpower management improvements.
For the GS-11 position:
one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector assisting in the planning, scheduling, and conducting of manpower utilization reports; analyzing statistical data to make recommendations for maintaining optimal manning levels and improving a manpower management program.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree
or
LL.M., if related
