You will serve as a FINANCIAL MANAGEMENT ANALYST in the BSO OVERSIGHT BRANCH of COMMANDER US FLEET FORCES COMMAND.
Duties
You will maintain account reference data in various financial management systems, including Command Financial Management System - Consolidated (CFMS-C), to establish or change accounts and/or lines of accounting.
You will maintain account reference data in the Navy's Standard Accounting Budgeting Reporting System (SABRS), and eventually Navy Enterprise Resource Planning (N-ERP), to establish or change accounts and/or lines of accounting.
You will run and monitor reports from SABRS, Program Budget Information System (PBIS), and Defense Departmental Reporting System - Budget (DDRS-B).
You will coordinate and monitor the monthly posting of field level journal vouchers (FLUVs) and extract end of month (EOM) financial reports from CFMS-C, SABRS, and/or DDRS-B.
You will conduct mid-year and end-of-year financial certification, and coordinate efforts to reconcile DDRS-B and the Navy's General Ledger (GL) system (currently SABRS, eventually N-ERP
You will utilize CFMS-C COGNOS-BI, SABRS Management Analytical Retrieval Tools (SMARTS), and ADVANA/Jupiter to create various financial reports, and utilize these reports to assist with management decisions and to respond to data calls.
You will monitor and track Key Performance Indicators (KPIs) for all BSO activities across all open Fiscal Years (FYs) and all active GL systems.
You will manage, coordinate, and execute areas of funds activity, including monthly performance metrics, financial reporting, and data analysis for ASN FM and C data calls.
You will interpret and implement higher-level guidance, and communicate complex financial processes and technical topics within and across the BSO.
You will manage team tasks; monitor and review progress; and report on work progress through all stages of completeness.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience identifying and analyzing budgetary issues to resolve, formulate and execute budget processes.
Experience evaluating financial and accounting operations data to ensure cost-effective support of programs and policies.
Experience applying financial regulations, policies and procedures to specific financial issues.
Experience utilizing and maintaining automated financial management systems such as Command Financial Management System - Consolidated (CFMS-C), Standard Accounting Budgeting Reporting System (SABRS), Navy Enterprise Resource Planning (N-ERP), Program Budget Information System (PBIS), and/or Defense Departmental Reporting System - Budget (DDRS-B) to record and track financial data.
Experience demonstrating critical thinking and problem solving skills and applying those skills to a variety of complex financial issues and technical challenges.
