About the Position:
Position is with the 63rd Regional Support Command located at Moffett Field, California. It is a TERM Not to Exceed 13 months - time-limited and may be extended up to a maximum of 8 years. To be eligible for conversion to permanent, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
Duties
Administer, control, and coordinate the command military and civilian drug testing and training programs.
Manage and coordinate the substance abuse programs and urinalysis collection procedures of all civilian and military personnel.
Develop and coordinate training for the drug testing program to meet annual prevention requirements.
Provide new employee/Soldier orientations, supervisor classes, and community wide presentations to support Employee Assistance Program.
Serve as technical advisor to direct supervisor, commanders, and civilian supervisors.
Recommend changes in program procedures and directives for improvement and update to the program.
Oversee the operation and operate forensic alcohol breathalyzer detection equipment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent of this position must gain and maintain Drug Test Coordinator certification within 9 months of assuming position and recertify every 3 years as a Drug Test Coordinator.
- Position requires the incumbent to obtain and maintain a Secret Clearance.
- Occasional travel away from the duty (TDY) station may be required up to 10% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Assisting with the coordination of drug testing program; AND 2) Coordinating training on drug testing policies and the urinalysis process; AND 3) Assisting with the operation of the forensic alcohol breathalyzer equipment; AND 4) Preparing reports on drug and alcohol testing program data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: sociology, psychology, counseling, and social work.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
