You will serve as a MANAGEMENT AND PROGRAM ANALYST in the INFORMATION SYSTEMS DEPARTMENT of NAVAIR TRAINING HUMAN CAPITAL MGMT GRP.

Duties

You will advise the Command regarding the procurement process of Information Technology assets in accordance with Navy, DOD and federal policies, guidelines, and regulations related to the procurement and acquisition of IT related equipment. You will analyze and prepare technical specifications and supporting documentation to complete purchase order submissions. You will work collaboratively with Portfolio Managers and Stakeholders to develop detailed budgets of Information Technology projects, plans, and tracking of budget spending and milestones. You will prepare and maintain adequate documentation to support purchases and provide necessary documentation to the Billing Official to support the timely certification and payment for Government Purchase Card purchases. You will participate in the administration of the Enterprise License Agreements throughout the Naval Air Training Command and support the Supervisor during the initiation, creation, and maintenance related to the Enterprise Licensing Agreement.

Requirements

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying analytical and investigative techniques to acquisition and procurement activities related to Information Technology products, equipment, and services in support of management decision making. GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting research to identify sources for procurement of Information Technology products, equipment, and services to present feasible acquisition strategies. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:
Successful completion of a Ph.D. or equivalent graduate degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.
OR

GS-9:
