This position is part of the National Archives and Records Administration. Serves as an Archivist in the Archival Operations Division within Presidential Libraries Office. In compliance with NARA policies, standards, and procedures, the incumbent is responsible for planning, performing, and monitoring all archival functions for the textual, audiovisual, and electronic records of several Vice Presidential record collections.

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As an ARCHIVIST, you will: Review records and apply appropriate restrictions in compliance with the Presidential Records Act (PRA), the Freedom of Information Act, and applicable executive orders. Recognize the complexity associated with applicability of multiple restrictions and recommends appropriate steps to address such complexity. Recommend appropriate housing, storage, and handling for records transferred to the legal and/or physical custody of the National Archives and Records Administration, in accordance with NARA preservation policies and guidelines. Contribute significantly to the planning of a finding aids program that facilitates discovery and use of a complex body of records. Develop and deliver responses to non-routine reference requests that draw upon a broad knowledge of records, involve multiple sources of information, employ innovative research techniques, or require interpretation of complex rules or procedures.

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Utilizing archival principles in order to maintain and administer record keeping systems; AND Designing and executing communications strategies, plans, or activities in order to perform activities geared towards ultimately connecting researchers with archival records (i.e. activities at every point of the archival life cycle: accessioning, processing, description, reference); AND Interpreting and applying federal laws, regulations, legal decisions, policies, procedures, and directives (i.e. Freedom of Information Act (FOIA) and the Presidential Records Act (PRA). For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Utilizing various systems or databases to locate, analyze, index, and manage archival records; AND Collaborating and participating in projects describing or preserving a body of records; AND Experience executing archival strategies, plans, or activities (i.e. Freedom of Information Act (FOIA) and the Presidential Records Act (PRA). OR You may substitute education for specialized experience as follows: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree .OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. NOTE: Only education in excess of the first 36 semester hours (i.e., beyond the second year) of graduate education is creditable toward meeting the specialized experience requirement. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11level for 52 weeks. For the GS-11, you must have been at the GS-09 level for 52 weeks.

Education

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

Basic requirements for all grades: Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.

OR

Combination of education and experience - at least 30 semester hours that included courses as shown above, plus appropriate experience or additional education.
