This position is located in the Division of Administration, Enterprise Information and Records Management Section, Washington, DC of the Federal Deposit Insurance Corporation and provides support in information governance functions including records, library, directives, contact center, forms, and distribution capabilities. Duties

Provides recommendations, advice, guidance, and reports supporting day-to-day operations about FDIC long-term and permanent records. Applies preservation techniques and recommends preservation strategies for textual, electronic, and audiovisual materials. Assesses content on obsolete formats and legacy digital media and migrates data when necessary. Accessions born-digital records and performs digital preservation tasks to ensure their integrity and long-term preservation. Applies professional digital curation practices and National Archives and Records Administration (NARA) standards for existing and ongoing acquisition of analog and born-digital collection holdings with a focus on long-term preservation and access. Accessions appropriate record collections into FDIC’s archives. Researches collection origin, series components, formats, processes, authenticity, topical content data, access restrictions, and ownership history. Surveys records in a variety of storage facilities and structures and writes collection-level survey descriptions. Arranges archival collections and creates, edits, and indexes folder lists, box/container lists. Enters descriptive archival information into an electronic database and produces finding aids and repository-level guides. Plans and preforms configuration management and access controls. Plans sufficient file storage, digital preservation actions, and ensures that metadata requirements and migration controls are in place. Provides expert consultation on resolution of special access issues. Reviews records and applies appropriate restrictions in compliance with the Freedom of Information Act, Privacy Act, copyright laws, or other requirements. Develops, implements, and leads a comprehensive archival program to include special description projects that improve discoverability of and access to archived records, such as the development of pathfinders and guides, or projects to improve the quality of online descriptions, such as normalizing or standardizing description elements. Serves on or leads project teams to address such matters. Establishes policies and procedures for the organization and management of the FDIC archives.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here. BASIC REQUIREMENT: 1. Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government. OR 2. Combination of education and experience - at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. Specialized experience is defined as experience providing technical support and assistance in the organization, description, and preservation of archival historic materials and conducting research using archival collections.  Applicants eligible for ICTAP (Interagency Career Transition Assistance Program) must achieve a score of 80 or higher in the online assessment to be determined “well qualified” for this position.
