This position is part of the National Archives and Records Administration. This position reports to the Executive for Legislative Archives, Presidential Libraries, and Museum Services (L). The incumbent serves as the Director of the Archival Operations Division (LA) and is responsible for representing L when working with NARA management in the development of archival policies and will ensure the implementation and oversight of those policies across all L archival units.
Duties
As a Supervisory Archivist, you will:
- Serve as the L policy lead for development and implementation of archival management-related policy to ensure consistent policy guidance across all of L.
Provides policy oversight and support to all L archival custodial units in policy application.
- Lead high-level studies related to the management and use of archival collections in L custodial units, including the management of Presidential records and materials, Legislative records, and donated historical materials.
- Plan, develop, lead, and conduct independent analysis, evaluations, studies, and special projects of a substantive nature to support and enhance NARA's mission. Coordinates data collection using a variety of techniques and statistical methodologies and performs analysis of information that could benefit operational and strategic planning and/or resolve substantial issues.
- Lead analysis and evaluation of policies, programs, procedures, and directives to identify barriers and challenges.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
- Leading a a team, program, or project; AND
- Analyzing, evaluating, and developing policies and procedures related to records management services; AND
- Interpreting and applying federal laws, regulations, legal decisions, policies, procedures, and directives pertaining to the receipt and processing of requests made under the Freedom of Information Act (FOIA) and Presidential Records Act (PRA).
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14level for 52 weeks.

Individual Occupational Requirement
Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.
OR
Combination of education and experience - at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education.
