About the Position: This position is located in the Defense Health Agency (DHA) under the policy guidance and direction of the Assistant Secretary of Defense for Health Affairs (ASD (HA)) located in San Antonio, Texas.
A relocation incentive may be authorized.
Salary negotiation may be available for those candidates who are new to Federal service.
Leave accrual negotiation may be available for those candidates who are new to Federal service.
Duties
Monitor financial transactions as they move through the various stages.
Complete tests to assist with audit testing.
Recommend process changes in accounting procedures to ensure compliance.
Assist with reports covering areas such as status of funds, expenses and obligations.
Use automated financial systems to complete budgetary assignments.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
- This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 3 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.

Basic Requirements for a Financial Management Analyst, GS-0501-09:
Specialized Experience: One year of specialized experience which includes monitoring financial transactions as they move through the stages of commitment, obligation, accrual, expenditures of funds, and disbursement; conducting analysis or review of financial information; and recommending adjustments in program spending; and producing budget reports, plans, and schedules. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Finance and/or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
