Duties
Develop background data, information and documentation to support required program budgets for reference and evidence in agency budget hearings and/or before Office of Management and Budget (OMB) and/or congressional committees.
Analyze budgetary relationships and develops recommendations to accommodate actions under conditions for short and rapidly changing program and budgetary deadlines.
Make sound recommendations for adjustments in program spending.
Advise on budget directives and mission requirements as set forth by the Office of Secretary of Defense (OSD) and the Office of Management and Budget (OMB) to provide guidance to DHA program managers.
Conduct budget-related training on budget processes, procedures, requirements etc. and provide organizational personnel with sufficient information and knowledge to accomplish objectives.
Provide expert knowledge and application of Direct Care Financial Management utilizing Defense Enterprise Accounting and Management System (DEAMS).
Requirements
- This position requires the incumbent be able to pass a basic background check (NACI).
- This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 3 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
- Approximately 10% travel may be required. Travel may involve local, and or overnight.

Specialized Experience: One year of specialized experience which includes: Leading a team in managing a Planning, Programming, Budgeting, and Execution process for an organization; Developing budget guidance, practices and policies to improve resource management; and Conducting analyses, reviews studies of budget and/or related information; and providing expert knowledge and application of Direct Care Financial Management utilizing the Defense Enterprise Accounting and Management System (DEAMS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
