About the Position: This position is located in San Antonio, Texas with the Defense Health Agency. Salary negotiation may be available for those new to Federal service. Incumbent serves as a Financial Program Manager in the Investment Management Branch.

Duties

Performs expert analysis and planning of funding amounts in all phases needed to develop and finalize agency-level, multi-year program-budget submissions under the Planning, Programming, and Budgeting System (PPBS). Develops, prepares, and coordinates substantive portions of agency responses to, and implementation of, Program Decision Memorandums (PDMs) following OSD Program Reviews and Program Budget Decisions (PBDs) following OSD Budget Reviews. Evaluates execution of the current year funds apportionments for private sector care, DHA headquarters operations, and DHA central programs and to determine reasons for variance from planned execution. Recommends adjustments to budget allocations in response to multi-year programmatic changes. Performs supervisory roles and responsibilities by setting performance goals, objectives, and standards and prepares formal evaluations of performance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • One year trial/probationary period may be required.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Fundamentals & Operations of FinanceLeadershipPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
