About the Position: This position supports the mission of the J-8, Financial Operations Directorate and is located in Falls Church, Virginia or San Antonio, Texas. This is a Direct Hire Solicitation. Salary negotiation may be available for those candidates who are new to Federal service.

Duties

Provide direct assistance in the management, direction, oversight, and creation of policies in the areas of Civilian Payroll business operations support, over the shoulder support, compliance, reporting, and training for the DHA enterprise. Provide oversight, advice, and guidance covering a wide variety of financial policies and requirements. Responsible for resolving problems for which no clear precedent exists and independently developing methodologies to address such problems. Provide expert guidance and advice to the J8, Deputy J8, FOD, and other senior management officials within the Military Health System concerning financial and management and processing of financial civilian pay actions within DCPS and GFEBS. Provide direct supervision to multiple subordinate civilian employees. Set performance goals, objectives, and standards and prepares formal evaluations of performance. Responsible for the oversight of helpdesk support for financial automated systems, such as Automated Time Attendance and Production System (ATAAPS) and Defense Civilian Pay System (DCPS) for the DHA enterprise.

Requirements

• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This is a financial management Level 3 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience which includes implementing financial policies and procedures, assisting with identifying pay issues, aiding with audits, and providing helpdesk support for financial automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
