As a Management and Program Analyst at the GS-0343-12, you will be part of Retirement Services Office of Personnel Management. If selected, you will be responsible for overseeing correspondence to Members of Congress, the Director of the Office of Personnel Management and other internal and external audiences.

Duties

Performing analytical work involving retirement programs systems and operations to evaluate efficiencies, effectiveness, productivity and compliance. Analyzing record materials documentations; making decisions regarding eligibility for CSRS, and/or FERS retirement cases. Responding to critical or political sensitive inquiries from Congressional sources, White House Staff, and or Federal Agencies. Coordinating official correspondence for internal and external audiences. Collaborating with other to identify problems and improvements.

Qualifications

For the GS12: You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) which required you to perform the following duties: 1) Collaborating with internal and external audiences, analyzing and resolving discrepancies, and correcting system deficiencies related to Federal Retirement Services administered programs; AND 2) Conducting complex analyses and evaluations of systems and processes. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 grade level is required to meet the time-in-grade requirements for the GS 12 level. You must provide an SF-50 that shows you meet Time in Grade such as a Promotion, Within Rate Increase (WRI/WGI), or Appointment/Conversion SF-50 or Notification of Personnel Action showing you are in a competitive service. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of experience is considered to be 40 hours of work per week. Applicants wishing to receive credit for such experience must clearly indicate their duties and responsibilities for each position and annotate the number of hours a week spent in each position. This may be reflected on the resume as either hours work or full-time.
