This announcement will be used to fill positions with an entry grade of GS-11 with a target grade of GS-12.The minimum salary for grade GS-11 is $73,218, the maximum salary is $98,338. The minimum salary for grade GS-12 is $87,758, the maximum salary is $117,866.
Duties
Develops, reviews, and revises instructional training documents and identifies deficiencies in training materials and training programs.
Applies Instructional Systems Design (ISD) principles, standards, and methodology to the design, development, and review of training products.
Keeps abreast of changes in financial management policies, regulations, and directives to determine effect on operations.
Independently conducts the more complex studies and resolves problems and issues unresolved at lower levels and problems or situations involving new or substantially changed operations.
Analyzes systems and procedural changes to determine training requirements and implements changes to functional training courses or initiates development of new training interventions.
Performs as journeyman analyst responsible for on-the-job training, coordinating the technical work, and reviewing the work products of lower graded employees.
This position is for the Defense Agencies Initiative (DAI) Procure to Pay business area.

Qualifications
To be hired at the GS-11 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-09 grade level in the federal service assisting with the development, reviewing and revising instructional training documents; helping to identify deficiencies in training materials and training programs; assisting with conducting reviews and studies to resolve issues and problems and recommending changes in procedures and process in financial operations area.
Time-in-Grade GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.
To be hired at the GS-12 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-11 grade level in the federal service developing, reviewing, and revising instructional training documents; identifying deficiencies in training materials and training programs; conducting reviews and studies to resolve issues and problems and recommending changes in procedures and processes in financial operations area.
Time-in-Grade GS-12: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

Education
SUBSTITUTION OF EDUCATION FOR GS-11 SPECIALIZED EXPERIENCE: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
