About the Position: This is a Management Analyst position located in Fort Wainwright, Alaska.
NOTE: This is a developmental position. Management is selecting this position at the GS-07 or GS-09 or GS-11 grade levels. If selected at the GS-07 or GS-09 grade level the incumbent maybe non-competitively be promoted to the target grade level GS-11.
Duties
Develop, prepare and maintain instructional guidance and functional procedure documents and manuals used for internal operations and in the various sections within the hospital to implement and maintain reporting requirements.
Prepare briefings and management reports for the Commander and other hospital staff when required.
Review and work with department leaders to edit system data for errors, makes corrective entries and processes transactions.
Prepare a variety of narrative and tabular material to include correspondence, reports, technical papers, charts, statistical tables, messages and other documents.
Perform as the lead manager for the Personnel Control Roster (PCR), working with Human Resources Military and Civilian Personnel offices to ensure all USA MEDDAC-ALASKA personnel are properly assigned to position of assignment.
Perform site visits to audit work center reporting procedures and provide assistance on an as needed basis.
React according to direction from system software and application programs.

GS-07 Specialized Experience: One year of specialized experience which includes performing one or more of the following: 1) maintaining an automated database for organizational analysis such as any of the following, manpower, time and attendance, reports or budget 2) assisting in reviewing established policies or processes, 3) collecting or inputting data to assist in the preparation of reports 4) utilizing an office automation software system This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management or Business Administration.

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
GS-09 Specialized Experience: One year of specialized experience which includes performing one or more of the following: (1) assisting in analyzing data to develop various types of reports, such as, manpower, medical or time and attendance reports, (2) assisting in providing written or oral presentations to provide current program status or effectiveness of established policies or processes, or (3) utilizing a software system, such as MHS (Military Health System) Genesis or Composite Health Care System (CHCS), General Funds Enterprise Business System (GFEBS), Medical Expense and Performance Reporting System (MEPRS), Workload Assignment Model (WAM) or similar systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management or Business Administration. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-11 Specialized Experience: One year of specialized experience which includes performing one or more of the following: (1) providing manpower or organizational analysis to provide advisory services (2) reviewing a variety of guidelines or regulations, such as, medical, budget, manpower, for implementation, (3) preparing or analyzing reports, such as, manpower, labor costs, medical readiness, budget, labor and cost and Table Distribution of Allowance (TDA) (4) recommending adjustments of manpower 5) conducting workflow analysis and assessments to evaluate methods concerning the efficiency and effectiveness of program operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management or Business Administration. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.
