About the Position: As a Management and Program Analyst, serves as the Garrison Support Agreements Manager. Conducts reviews of support agreements and annually updates support agreements in support of garrison functions.

Duties

This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-09 grade level. At the full performance, GS-11, the incumbent will: Serves as Garrison Support Agreements Manager. Prepare and coordinate Inter and Intra Service Support Agreements (ISSA), and memoranda of agreements or understandings involving the Garrison. Prepares support plans and conducts analysis designed to identify, capture and accurately evaluate all viable resource requirements, cost comparison of all options ,and appropriateness of the various instruments in view of resource constraints. Assists with the management of official manpower and equipment documents and in the development and implementation of the Garrison management internal control program. Conducts required ongoing reviews of all installation agreements in effect and makes necessary modifications, as appropriate.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-11: One year of specialized experience which includes 1) applying analytical and/or fact-finding techniques to evaluate the productivity and efficiency of programs or projects of an organization; 2) assisting in conducting studies or surveys to determine manpower requirements; AND 3) providing advice and/or assistance to management official on manpower issues ensuring directives and/or instructions are properly followed. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
