This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. The WMD Defeat Program Analyst serves as the primary analyst to the CXC Program Manager in developing and demonstrating traditional, non-traditional, and alternative operational capabilities to be employed by Explosive Ordnance Disposal (EOD) personnel in support of SOF CP and CT missions.

Requirements

- The incumbent is expected to be available for weekend travel, weekend layovers during travel, and long hours while in travel status. It is possible that the incumbent may be TDY approximately 25% of the time CONOUS/OCONUS.

- Must be able to obtain and maintain a TS/SCI security clearance with eligibility for CNWDI access and RD caveats as required. A counterintelligence polygraph examination may be a condition for working on certain aspects of the project.

- Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, Aug 30, 1993.
- This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 4 years.
- The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.

Qualifications
You may qualify at the GS 13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
Expert knowledge related to shaped charges, explosively formed projectiles (EFP), demolition charges, and firing devices in support of EOD WMD Defeat and Device Destruct (DD) procedures.
Expert knowledge of non-energetic tools for advanced manual access and recovery techniques using powered and non-powered hand tools, high and low energy radiography, digital x-ray imagers, digital cameras, IR cameras, and 3D mapping and modeling tools.
Expert knowledge of Joint Service EOD (JSEOD) CBRNE/ WMD mission requirements, capabilities, and procedures.
In-depth knowledge of project management principles and practices to develop or assess Project Management Action Plans; ensure compliance with project requirements; anticipate timeline challenges and bottlenecks, establish milestones; and establish working relationships with the project owners and stakeholders for overall project management and resolution of problems.
Expert knowledge of the budget process and ability to prioritize and recommend resource allocation and develop investment strategies.
You may qualify at the GS 12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:
Extensive knowledge related to shaped charges, explosively formed projectiles (EFP), demolition charges, and firing devices in support of EOD WMD Defeat and Device Destruct (DD) procedures.
Extensive knowledge of non-energetic tools for advanced manual access and recovery techniques using powered and non-powered hand tools, high and low energy radiography, digital x-ray imagers, digital cameras, IR cameras, and 3D mapping and modeling tools.
Extensive knowledge of Joint Service EOD (JSEOD) CBRNE/ WMD mission requirements, capabilities, and procedures. Extensive knowledge of the CBRNE environment, including ongoing and planned special operations to enable interface with affiliated SOF.
Knowledge of project management principles and practices to develop or assess Project Management Action Plans; ensure compliance with project requirements; anticipate timeline challenges and bottlenecks, establish milestones; and establish working relationships with the project owners and stakeholders for overall project management and resolution of problems.
Extensive knowledge of the budget process and ability to prioritize and recommend resource allocation and develop investment strategies.

You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
