The primary purpose of this position is to Serve as Facility Manager for the 692d Intelligence, Surveillance, and Reconnaissance Group (692 ISRG). Responsible for all Civil Engineering facility program management, construction management, telecommunications management that requires facility utility support and repair issues that impact current and future operations.

Duties

Plans and coordinates all work requirements to maintain primary group facility. Performs are subject matter expert for the 692 IRSG authority on all facility matters and technical issues. Attends staff meetings, working groups, and coordinates with various personnel to accomplish facility work. Works directly for the Director, Plans and Programs and is on the Group Commander's staff. Oversees facilities management resources including service contracts, financial programs, space utilization and information resources. Executes facility management programs that often require frequent modifications, additions for new equipment site preparation, and service modifications, while preventing waste in execution. Implements and evaluates programs to manage facility safety risks, facility fire safety risks, facility response to emergencies, facility mission readiness, and risk management associated with physical security, hazardous materials, and waste. Maintains a safe environment and implements processes that identify and eliminate safety hazards to facility occupants, consistent with Air Force and local base standards.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

  • Incumbent is subject to initial and random drug testing.
  • Work may occasionally require travel away from normal duty station on military or commercial aircraft.
  • Serves “on call” and may be required to be available after duty hour when problems arise. The incumbent is subject to call seven days a week, 24 hours a day. May be willing to work the maxi-flex schedule for reporting time and attendance.

  • This position cannot be vacated during a national emergency or mobilization without seriously impairing capability of the organization to function effectively.
  • In the event of national crises, extensive after-duty or extended hours may be required to satisfy urgent operational support requirements. Shift work may be required.
  • The position meets the criteria of an Emergency Essential position and requires the employee, or the designated alternate, to be removed from any military recall status.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. ***Salary Ranges includes local market supplement*** This is a GG-12 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of principles, concepts, and methods of facility operations and material requirements to conduct surveys, site inspections and evaluations, coordinate utilization of buildings, utilities, and storage operations, coordinate the procurement and location of furniture, equipment, materials, chemical solvents, and flammable materials, and prepare building layouts to accommodate mission needs, including specifications and specialized equipment. Knowledge of a wide range of engineering principles, concepts, and practices concerning facilities and equipment operations to plan, coordinate, direct and monitor facility operations to determine facility and grounds maintenance and repair needs, prepare statements of work, and oversee a program involving technical issues. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of principles, concepts, and practices concerning highly complex technical requirements for the maintenance and upkeep of facilities infrastructure and associated installed equipment. Knowledge of physical and personal security standards for both collateral and SCI organizational structures. Knowledge of public law, DoD directives and regulations, USAF instructions and policies, and local ordinances and guidelines to ensure compliance in the developing or processing of all programs. Must possess knowledge and understanding of the missions, technical objectives, and interrelationships among individual programs, and projects needed to make assessments and recommendations. Knowledge of Distributed Common Ground System mission and organizational structure, facilities, and Collective Protections Systems and Contamination Control Areas. Knowledge of facility and infrastructure digital control systems. Knowledge of basic Air Force budgeting principles, and practices. Knowledge of safety and security practices for Air Force facilities and organization. Skill to determine deficiencies and prepare documentation for new construction or repair and alteration projects. Ability to communicate correctly and efficiently both orally and in writing. Ability to read and interpret paper or computer-based engineering drawings and schematic diagrams, and to use automated systems-such as AutoCAD-to retrieve, maintain, and update documents and records. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
