The primary purpose of this position is serves as the senior technical expert and program manager experienced in the field of Logistics Planning and Integration. Serves as logistics planning and integration expert advisor to the Division Chief, Director, and Commander, AMC senior functional, and serves as a Technical Lead in approaches to logistics activities.

Duties

Plans, organizes, and oversees the support planning and management activities of integration and Sustainment for Logistics Planning and Integration. Develops planning and programming inputs (quad-charts/validation)/ recommendations in appropriate formats to meet Air force and Major Command requirements. Provides expert advice and recommendations to senior leaders, maintenance technicians, and System Program Office regarding maintenance, sustainment, and effectiveness of deployed weapons systems. Prepares, reviews, edits, coordinates, and release well-written and clear correspondence and documentation that accurately conveys the intent and results of studies and analyses.

  • Employee must be able to obtain and maintain a Top Secret Clearance with access to Sensitive Compartmented Information (SCI).

  • Work may require travel away from the normal duty station on military and/or commercial aircraft.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
  • The employee is required to work other than normal duty hours, which may include evenings, weekends and/or holidays on occasion.
  • The employee may be recalled to duty.
  • Outstanding verbal and written communication skills are a must.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of management and organizational principles and practices for a variety of base infrastructure support functions, weapon systems, RGM, security, interagency responsibilities/linkages and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBE guidelines and advisory services in support to long-range Air Force war, mobilization, exercise, deployment, and similar operations planning efforts. Mastery of the Federal, DoD, and Air Force planning, programming, and budgeting process (PPBE) and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command entities involved in overall planning and execution of operations and evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the current and developing technologies in support of system Rapid Global Mobility sustainment operations, concepts, policies, and laws; logistics functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve problems; and all aspects of life cycle integrated weapons systems. Understanding of and ability to apply knowledge and experience in the MAJCOM-level DoD PPBE, POM and funding processes Knowledge and ability to apply process improvement techniques and principles to identify problems and generate innovative solutions. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures Ability to plan, organize, and direct the staff of an organization including special study teams and task forces composed of members from different organizations and commands Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
