This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Program Support Directorate.
Duties
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
Monitor and provide oversight to the national grant offices (ex. regions, field offices, etc.) on pre-award and post-award functions of both discretionary and mandatory financial assistance programs.
Works with the national grants community to ensure standardization, quality control efficiencies, training, and transparency of the grants process, for recipients, program officials, and other interested parties.
Uses desktop computer systems and mandated automated software to create a variety of standardized documents. Prepares correspondence and maintains data bases. May use database or spreadsheet software for standard reports. Ensures documentation prepared complies with regulation and policy, and that all required data entered is accurate. Ensures funding opportunities align with the program guidance and are posted with the appropriate documentation and requirements.
Ensures financial assistance duties assigned are executed in accordance with all applicable regulations and guidelines including, but not limited to, Federal Grant and Cooperative Agreement Act; The Uniform Guidance; 43 CFR 12; Assistance Listing Number programs and authorities that allow for financial assistance.
Requirements

- Subject to financial disclosure requirements. You cannot own any direct or indirect financial interest in a coal mining operation
- Males born after 12/31/59 must be registered for Selective Service or meet an approved exemption
- May be required to successfully complete a probationary period
- Suitable for Federal employment, determined by a background investigation
- Required to obtain and maintain Grants Management certification from an approved organization
Qualifications
GS-12
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience: 1) Utilizing rules and regulations (such as Federal Grant and Cooperative Agreement Act; 2 CFR 200) applicable to financial assistance awards (formerly known as grants and cooperative agreements), as well as proving guidance and/or training to others in application of those regulations; 2) Conducting compliance reviews of pre-award, selection, and post award functions in support of financial assistance programs; and 3) Utilize financial and business management systems (such as Grant Solutions, Automated Standard Application for Payments (ASAP) and etc.) to monitor and analyze financial assistance awards.
GS-13
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience: 1)Serving as a mentor to staff or as an expert advisor in the interpretation and application of rules and regulations related to financial assistance agreements (formerly known as grants and cooperative agreements) (such as Federal Grant and Cooperative Agreement Act; 2 CFR 200); 2) Drafting guidance or procedures for a variety of financial assistance actions; 3) Providing administrative oversight of pre-award, selection, and post award functions in support of financial assistance programs; 4) Utilize financial and business management systems (such as Grant Solutions, Automated Standard Application for Payments (ASAP) and etc.) to monitor and analyze financial assistance awards.
