The position serves as the Financial Management Training and Education Specialist supporting both field Administrative Officers and Budget Analysts in all aspects of Federal Financial Management training. The position supports the Financial Training requirements of ORD Central Office Budget Analysts, Administrative Officers, and all other employees.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-13 Specialized Experience: You must possess the specialized experience which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Financial Program Administrator, GS-13 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-12 level in Federal service to qualify at the GS-13. Examples of specialized experience include:
1) Monitors and evaluates financial management operations for quality and quantity of work, regulatory compliance, and customer service.
2) Develops templates for best practices and the methods for how to investigate in Financial Management issues impacting the field and VACO.
3) Provide detailed financial management reports utilizing a multitude of VA financial systems, databases and software.
Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary and requires no special physical demands. It is accomplished with the position sitting at a desk or table but may involve some walking, standing, lifting, bending, and carrying light items. The position must be mentally alert and demonstrate appropriate level of manual dexterity.
