The Office of Surface Mining Reclamation and Enforcement (OSM) is a Bureau within the United States Department of the Interior. The OSM is responsible for establishing a nationwide program to protect society and the environment from the adverse effects of surface coal mining operations, under which OSM is charged with balancing the nation's need for continued domestic coal production with protection of the environment. Duties

This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement (OSMRE), Western Region, in the office of the Program Services and Grants Division in Lakewood, Colorado. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Plans, monitors, and/or and reviews plans for project teams or other groups, to accomplish/produce projects/studies. 2. Drafts, analyzes, and evaluates new or modified program/management policies, regulations, goals, or objectives. 3. Develops procedures, collects and analyzes data, and makes recommendations for the development of new policies, processes, or procedures. The Office of Surface Mining Reclamation and Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information: GS-12: $ 96,684 (Step 1) - $ 125,685 (Step 10) per annum. GS-13: $ 114,970 (Step 1) - $ 149,465 (Step 10) per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying. Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Reviewing and analyzing the efficiency and effectiveness of program operations, processes, practices and policies in order to identify potential project risks. 2. Participating in efforts to manage multiple projects by ensuring completion of tasks/objectives, budget compliance, and resource utilization while making recommendations as needed. 3. Monitoring and assisting with the preparation of reports for various stakeholders/team members to provide status updates and alternative solutions. MUST MEET ALL. To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1.Evaluating and/or monitoring the effectiveness of program operations, processes and practices and policies to identify potential project risks and mitigate issues for acceptable outcomes. 2. Managing project plan components throughout the duration of projects/studies to ensure completion of tasks/objectives, budget compliance, and resource utilization while making recommendations as needed. 3. Providing oversight and guidance to subject matter experts to ensure following all applicable regulations, agency requirements, and prudent project management principles. 4. Managing and coordinating the work of a project team to accomplish project objectives. 5. Monitoring budget reconciliation and budget compliance to ensure compliance with anti-deficiency regulations and acquisition rules. MUST MEET ALL. Additional Requirements: Please note: You may be required to operate a government vehicle, to complete assigned tasks i.e. site visits, field research, etc.; therefore you must be able to obtain and maintain a valid state driver's license.
