Duties
Oversees all services and systems offered by the Human Resources Directorate to client agencies. As of this vacancy announcement, the HR Directorate provides 22 distinct and inter-related systems to over 50 federal agencies, and services to over 70 federal agencies.
Oversees budget across all HRD service areas. As of this vacancy announcement, HRD's annual budget is over $130 million.
Provides wholistic program management across the Directorate, to include long- and short-range planning, establishment and revision of goals and objectives, establishing performance standards and criteria, financial and budget management, resource allocation and distribution, organizational design and work operations, program administration, the full range of personnel management, and operating policy for the Directorate.
Qualifications
At the GS-15 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-14 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position include: supervisory or management oversight of a multi-layered organization that provides federal human resources services to client agencies outside of the incumbent's own organization; budget management; strategic planning; providing subject matter expertise in federal human resources program area(s); and employee engagement.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
