Duties
Provides national level coordination, leadership, and guidance of the systems and/or system development of projects for the Division.
Provides program direction of system development of a billings and collection system integration with other BLM systems and decision processes; administration, coordination and integration into all appropriate BLM management systems and processes.
Provides agency leadership and direction for the improvement of collections, billings, and system inventory/Point of Sales.
Develops and maintains business cases for BLM Revenue Management/Collection system.
Develops systems, procedures, regulations, standards, manual guidance, and policy for business transformation and incorporation of data and information, goals and objectives.
Develops of alternatives, providing input to budget, programming, annual work planning, monitoring, and evaluating functions where appropriate (pertaining to Revenue Management and reporting.)
Provides coordination, leadership, and guidance for improving and integrating processes and information to effectively satisfy the mission requirements for revenue management across the various BLM Programs.
Provides expertise and/or program oversight on process, data, and automation issues related to the Directorate and serve as an interface between the business, Information Technology, and Financial Reporting.
Ensures revenue management procedures and processes provide the necessary separation of duties, meet audit requirements so as to substantiate and provide proper postings to the Financial Management Systems.
Assists Program officials in developing procedures and processes that are in accordance with sound internal controls and financial practices.
Provides guidance and instructions to BLM employees and customers to ensure that all collections and billings are in accordance with BLM, DOI and other Federal Regulations.
Ensures all collections and billings are in accordance with all OMB, Treasury, GAO, and DOI policies.
Develops, documents, and validates posting models within the revenue management system to the Financial System of Record for the Bureau/Department.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity. Specialized experience is defined as experience with Financial Regulations, Debt Collection Act, Comptroller General Decisions, Internal Revenue Code, Appropriations Laws, OMB guidance, Treasury Regulations, General Accepted Accounting Principles to perform the collections and billings functions for BLM; planning, coordination, and execution of business functions, resource allocation, and production; developing, scheduling, coordinating, and managing projects and resources, including monitoring, and inspecting costs, work, and contractor performance; mastery of the concepts, principles, methods, and requirements for proper revenue management sufficient to provide technical leadership and coordination.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
