The primary purpose of this position is: To serve as Mission Partner IT Systems Manager providing planning, directing, organizing, and exercising control over systems and services assigned to the Mission Partner team.
Duties
Provides Information Technology Management. The incumbent oversees IT enterprise services for the HQ USCENTCOM, its outlying buildings, WLNO, Site-X, the Command Forward Headquarters in Qatar, and embassies and other locations in partner nations throughout the AOR.
Performs Program Management responsibilities.
Represents the directorate with a variety of installation and functional area organizations.
Exercises supervisory personnel management responsibilities over a limited staff.

- or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Therefore, Incumbent must pass initial and may be selected for random drug testing.
- Information Assurance Certification is a condition of employment. Employee must achieve the appropriate IA certification within 6 months of assignment. A waiver may be granted. Failure to receive IA certification may result in removal
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue
uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- Position requires regular travel to Headquarters Forward, working groups and conferences at both CONUS and
OCONUS locations and may require travel to high-risk areas of the CENTCOM area of responsibility monthly.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends,
and/or holidays.
- Bachelor’s degree with coursework in Computer Science, Engineering, or IT related field and equivalent experience is desired.
- Certifications for Project Management Professional (PMP), Information Technology Infrastructure Library (ITIL), are desired.
Qualifications

SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND I have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Specialized experience includes: Applying broad range of IT principles, methods, advancements, and regulations related to network systems design, security, and enterprise architecture necessary to assess, plan, implement, and manage IT services and solutions in a complex, multinational environment. Applying of knowledge of systems architecture, integration techniques, and testing methods sufficient to conduct feasibility studies. Ability to develop IT policies and plans and to assess impact of changed policy and emerging technology on the organization's current IT plans and programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, integrating, installing, operating, managing, and maintaining network services that support functional requirements.
2. Knowledge of and demonstrated experience developing and applying new enterprise architecture designs, concepts, principles, frameworks, standards, methods, and practices for new and existing enterprise programs and projects.
3. Knowledge and demonstrated experience managing and coordinating enterprise operations including design and modernization programs and strategies.; formulating enterprise architecture policy and procedures; and simultaneously coordinating and integrating enterprise operations programs and issues.
4. Ability to plan, organize, and direct the functions and staff of, and mentor, motivate, and appraise the staff of a small to medium sized organization.
5. Ability to communicate effectively, both orally and in writing clearly, concise and with technical accuracy.
6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
