Duties

Participate in the development, implementation and management of a robust Agency-wide Small Business Program. Review current policies that impede maximum opportunities for small businesses and propose new or revised policies or procedures to overcome those impediments. Professionally represent DISA with internal customers, external customers, other agencies and both small and large businesses. Conduct outreach activities to identify new sources against which future procurement might be matched. Conduct studies and analysis into Small Business Program methods of communication and recommends changes to improve the accuracy, adequacy and timeliness of disseminating information, as it relates to DISA Small Business Programs. Assist Contracting Officers in establishing criteria for subcontracting plans and participation plans for solicitations. Prepare and present briefings on DISA's Small Business Program as required or requested.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • This is a covered position and the person selected for this position must complete an OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment pursuant to 5 CFR 2634.903(b) (DoD 5500.7).
  • The incumbent must obtain Acquisition certification in the Contracting Functional Area at the Contracting Professional Functional Ties within 36 months of entry into this position, in accordance with DoD Instruction 5000.66.
  • The incumbent must achieve 80 hours of Continuous Learning Points (CLPs) every two years in accordance with the 4th Estate Director for Acquisition Career Management (DACM).

Qualifications

Basic Requirement for GS-12 1102 series: A 4-year course of study leading to a bachelor's degree with a major in any field; Basic Requirement for GS-13 and Above 1102 Series: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. Time in Grade: For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service. For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service. Specialized Experience: For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service. Specialized experience is defined as experience using procurement policies and procedures and knowledge of various contract principles, practices, and regulations in order to analyze/evaluate a wide variety of procurement actions. For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service. Specialized experience is defined as experience in the analysis and evaluation of acquisition matters; experience in the initiation, development and recommendation of contracting policies and procedures; and experience advising firms in various socio-economic small business categories of prime and subcontracting opportunities. For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service. Specialized experience is defined as experience in the analysis and evaluation of acquisition matters; experience in the initiation, development and recommendation of contracting policies and procedures; and experience in the development, implementation and management of an Agency-wide Small Business Program. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

There is no substitution of education for specialized experience at the GS-12/13/14 grade level.
