About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the USCYBERCOM - J9 - Fort Meade, Maryland.

Duties

Serves as the Head of Contracting Activity (HCA). Plans, organizes, and directs the Command's Contracting Activity, ensuring compliance with legal and regulatory requirements, and that customer needs are met. Provides direction for the Command's most urgent/ complex contacting actions, provides oversight and direction for all phases of acquisition planning, contract negotiation and award, and contract administration. Leads the evaluation of bidder responses to requests for information or proposals. Leads assessments of contracting actions to ensure the team meets standards and expectations for quality contracting support, and that available assets are used efficiently and effectively. Leads continuing and comprehensive assessment of the policies, processes, and tools the team uses to pursue objectives to refine them so they better address cyber operations-specific needs. Puts in place systems and methods to collect, analyze, and report metrics to identify summary-level findings, trends, and other indicators of the success of in-place acquisition programs. Exercises supervisory personnel management responsibilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Incumbent must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination.
  • TDY travel may be required up to 10% of the time.
  • This is a KEY position. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • The incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This is a Critical Acquisition Position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
  • Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • Practitioner Career Level Certification must be met within 5 years.
  • Advanced Career Level Certification must be met within 4 years.

OR You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Servicing in a senior leadership role, advising contracting officers, management, and installation customers on matters relating to implementation and utilization of contracting policies and procedures; 2) reviewing acquisition strategies, proposed solicitations, contracts, options to be exercised, task/delivery orders, and contract modifications for both simplified acquisition purchases and sealed bid and/or negotiated contracts; 3) developing and managing civilian personnel. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
