About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the USCYBERCOM - Cyber Procurement Office, Fort Meade, Maryland.

Duties

Lead planning, organizing, and execution of contracting operations for USCYBERCOM’s Cyber Procurement Office. Providesdirection and oversight on contracting policy development and management for the Command. Direct, coordinate, and oversee work through subordinate supervisors. Manages and coordinates the collective efforts of a multi-disciplined staff of military, civilian, and/or contractors. Deliver presentations on program status accomplishments, problems, requirements for support, and promotion of program objectives at all levels of the DOD and industry. Serve as the spokesperson for assigned programs in major program reviews, inspections, conferences, and other program evaluations and major milestone events. Serve as the senior advisor to the Head of Contracting Activity. Review problems associated with procurement of complex systems, equipment, and research and/or development and analyzes various possible alternative courses of action. Facilitate continuous improvement and innovation in procurement policies and processes. Participate in special projects and initiatives and performs special assignments.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Incumbent must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination.
  • Incumbent may be required to travel approximately 25% of the time and may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This is a KEY position. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a Defense Acquisition Workforce position. Must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years
  • Practitioner Career Level Certification must be met within 5 years.
  • Advanced Career Level Certification must be met within 4 years.

You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Servicing in a senior leadership role, advising contracting officers, management, and installation customers on matters relating to implementation and utilization of contracting policies and procedures; 2) Acting as Procurement advisor, advising on complex issues, analyzung data, and facilitating process improvement in procurement.; 3) Reviewing acquisition strategies, proposed solicitations, contracts, options to be exercised, task/delivery orders, and contract modifications for both simplified qcquisition purchases and sealaed bid and/or negotiated contracts; 4) Recruiting, developing and managing civilian personnel. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
