This position is located in Defense Information Systems Agency, Procurement Services Directorate, (PLA) at Fort Meade, Maryland.
Duties
Plans, organizes, and oversees the activities of the DCCO (PLA).
Develops goals and objectives that integrate all phases of procurement objective with those of acquiring technically adequate IT and telecommunications products, systems and services, globally.
Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment.
Establishes metric and analysis systems for units managed efficiency, effectiveness, and compliance with regulatory procedures.

Qualifications
Time in Grade:
For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-XX or higher grade in the Federal Service.
Basic Education Standards for positions in the 1102 series:
Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees.

Education Exemptions: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current DoD employees or Armed Forces members, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification (this includes DISA employees).Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Basic Qualification Requirements for Contracting Officials GS-15:
The individual must:
Have completed (or willing to complete within 36 months) all mandatory training requirements for Level II or III certification as prescribed by the head of the agency for progression to higher level contracting positions, AND
Possess at least four years' experience in acquisition or contracting (You MUST demonstrate you meet this basic qualification requirement for Contracting Officials in your resume. Failure to provide this information by the close of the announcement may result in an Ineligible rating.).

Specialized Experience:
For the GS-15, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-14 grade level in the Federal service, or comparable in difficulty and responsibility to GS-14 if outside the Federal service, is required.
Specialized experience is defined as experience providing technical advice and recommendations on issues related to classified telecommunications, IT products, systems and service capability to a wide array of federal and non-federal customers within the scope of current federal procurement laws; and experience complying with Security Classification Guidance documents, DoDI, and the National Industrial Security Program (NISP) security requirements or similar security requirement to the procurement process.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
