About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Eisenhower, Georgia.

Duties

Informs new employees of policy and operating procedures for the organization. Plans and conducts management studies and analyses in support of Commercial Activities (CA) A-76 and contract insourcing initiatives. Accomplishes final preparation of comparative cost analysis prior to submission to higher headquarters and/or the Army Audit Agency. Employee is involved in developing, analyzing evaluating, advising on the cost efficiency and effectiveness of work methods, procedures and practices. Derives solutions or compromises and obtains agreement from personnel as necessary to complete the project or manage the program

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• Incumbent must be able to obtain and maintain a Secret Security Clearance.
• TDY approximately 5 percent of the time.
• Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
• This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Usage of automation software programs to create spreadsheet/charts from the data found during analysis stage to present finding and recommendation on project/studies to senior management. 2. Expert Knowledge and understanding of the individual Performance Work Statement/Statement of Work, Request for Contract Approval form, Independent Government Cost Estimate, and checklist. 3. Prepares final preparation of comparative cost analysis prior to submission to high headquarters. 4. Advises on program operations effectiveness by research studies and analysis for the command.
