You will serve as a Supervisory Management & Program Analyst
of NAVSUP FLEET LOGISTICS CENTER NORFOLK.
Duties
You will exercise responsibility for directing and coordinating the NAVSUP FLC Norfolk centralized Government Commercial Purchase Card (GCPC) program.
You will participate in the review and analysis of advanced data concerning program changes for which precedents may not exist to improve effectiveness, efficiency and productivity, and developing recommendations to Purchase Card operations.
You will prepare detailed reports of findings, conclusions and recommendations on the actions necessary to improve program effectiveness and better achieve command goals.
You will, as the Director of the Administration Division, the incumbent has responsibility for directing, managing and coordinating all functions of the Division.
You will assist in efforts regarding staffing, motivation and training to develop all employees, and ensure equitable consideration for training opportunities and nominations for teams and committees.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
You have one year of Management and Program Analyst specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector demonstrating an extensive knowledge of a Command mission, major issues, program goals and objectives, work processes and administrative operations of the organization, organizational structures and functions, and record management functions. You have experience with utilizing, coordinating, and monitoring government purchase card program (GPCP) policies, practices, and procedures, and at least one year of experience leading or managing personnel in a procurement, supply and/or management program. You have experience utilizing qualitative and quantitative methods to conduct studies and reviews to improve program effectiveness and organizational productivity. Examples of specialized experience must include: 1) Managing and directing Government Purchase Card and administrative operations to ensure effective and efficient use of all resources; 2) Advising management officials in the decision-making process with the goal of optimizing scarce resources given the demands of meeting customer requirements, reducing rework, determining operational capacity, and increasing quality; 3) Monitoring the performance of the Purchase Card program through review of written documents and examination of records; and 4) Developing policy, methods, and procedures for the handling of incoming and outgoing correspondence.
