This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: COMPETITION FOR SECURITY GUARD POSITIONS ARE RESTRICTED BY LAW TO PERSONS ENTITLED TO VETERANS' PREFERENCE.
Duties
Restrict admission to persons who have not displayed proper identification and/or have not been verified.
Direct and restrict visitors to appropriate destinations; checks truck cargos to ensure only authorized materials entering the post.
Manually operate traffic control to regulate the flow of traffic entering and leaving the installation.
Exercise tact, courtesy and firmness in the performance of all force protection duties.
Question suspicious persons and warns or detains violators of laws, regulations, policies, rules or posted warnings.
Operate vehicles equipped with a radio and emergency equipment.
Perform random spot checks for compliance with key control, supply, property and vehicle security regulations and directives.
Incumbent is required to report as a member of a Quick Response Force (QRF), during actual or simulated incidents.
Operates and performs research queries on the National Crime Information Center (NCIC) workstation terminal(s) in accordance with (IAW) federal and state laws.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or
access for the duration of employment. A background investigation and credit check are required.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
- This position requires certification in cardiopulmonary resuscitation with Automatic External Defibrillator (AED) training.
- This position requires new hires and current employees to successfully pass a Physical Ability Test (PAT).
- Incumbent must meet and maintain requirements of the Individual Reliability Program (IRP) in accordance with AR 190-56.
- This position requires certification in operating various electronic equipment and sensors.
- This position may require the incumbent to wear chemical protection masks, gloves, and other protective equipment.
- Incumbent must be able to obtain and sustain state certification for operating the National Crime Information Center (NCIC) terminals.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
- This position requires the incumbent to wear a prescribed uniform.
- This position is an Inclement Weather Essential position.
- This position requires certification in pepper spray or tazer is issues to personnel.

Specialized Experience: One year of specialized experience which includes patrolling designated areas to check for unusual situations and conditions; maintaining security measures to provide control of personnel and vehicles. This includes work with a Federal, State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. Such experience must have provided a knowledge of protective systems and techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
