Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for advising the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Missile Defense System.
As a Program Analyst at the NH-0343-3 some of your typical work assignments may include:
Analyze staffing requirements for all civilian personnel to ensure compliance with human resource direction, policy and processes and understanding of statutory and regulatory requirements.
Manage development of operating policies and procedures that address functional workforce management and administration.
Ability to apply acquisition and contracting processes, policies, procedures, and practices necessary to propose recommendations to for optimal workforce and staffing requirements. Develop and assess technical and economic feasibility, including cost, schedule risk and performance.
Ability to communicate information to management orally, in writing and with presentation material and collaborate across programs, organizations, and functional IPTs external stakeholders.

Qualifications
You may qualify at the NH-03 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:
Experience managing multiple responsibilities; performs effectively in high operational tempo with dynamic priorities; able to identify, analyze, and solve problems. OR
Experience using communication skills, both written and verbal; writing concise and impactful emails, talking points, briefings, and presentation materials. OR
Experience with analyzing processes, procedures and staff initiatives to improve core process operations and evaluate databases to ensure timeliness and accuracy of workforce records. OR
Experience researching laws, polices, regulations and reference material to analyze information, select and recommend corrective action and generate reports accordingly.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.:
